China's economy has entered the stage of high-quality development from the stage of high-speed growth. How to promote the transformation and high-quality development of Jingzhou's brick-and-mortar manufacturing? During the two municipal sessions of Jingzhou in 2019, the Jingzhou Municipal Committee of the China National Democratic Construction Association submitted a collective proposal-Proposal on Promoting the High-quality Development of Jingzhou's Brick-and-Mortar Manufacturing. Industries are the foundation of economic development. To promote high-quality development, we should focus on advancing industrial transformation. Jingzhou has formed an automotive parts industry cluster represented by enterprises like Henglong, Hubei Axle, Valeo, Shendian and Takata, a petroleum equipment manufacturing cluster represented by Fourth Petroleum Machinery Plant, SJS and Shashi Steel Tube Works; and an agricultural and sideline product processing industry cluster based in Central China Agriculture High-tech Industry Development Zone. However, these traditional superior industries are still troubled by problems such as low development benefit, inferior industrial structure, weak innovation capacity and inadequate element support.
Besides, high-end manufacturing is inseparable from high-end talents, especially the introduction and training of advanced technical application talents, advanced management talents and advanced skilled talents. In the proposal, the Jingzhou Municipal Committee of the China National Democratic Construction Association suggested that the CPC Jingzhou Municipal Committee and the Jingzhou Municipal People's Government should improve the multi-level mechanism of talent introduction and incentive, release and implement leading talent introduction measures, and introduce high-end talents mastering core technologies.
We should enhance their sense of gain, and make them stay and work hard in Jingzhou to play their positive role in the development of Jingzhou's brick-and-mortar manufacturing, said Xiao Li, Chairman of the Economic Committee of the Jingzhou Municipal Committee of the China National Democratic Construction Association.
Aiming at the problems existing in the development of Jingzhou's brick-and-mortar manufacturing, the CPC Jingzhou Municipal Committee and the Jingzhou Municipal People's Government have pressed ahead with the project of technical renovation of 1,000 enterprises with a total investment of over 100 billion yuan, fully supported enterprises in conducting overall technical renovation in regard to key fields, weak links and common problems in the industry chain, and accelerated intelligent, green and high-end development.
According to Cheng Hong, Chief of the Enterprise Section, Jingzhou Bureau of Economy and Information Technology, the bureau is pressing ahead with the implementation of financial development policies for enterprises in all sizes. From 2018 to 2019, carriers for the financial development of enterprises in all sizes in Jingzhou Economic & Technological Development Zone won a special fund of 40 million yuan from the Ministry of Industry and Information Technology.
Besides, Jingzhou has made great efforts to cultivate small & medium-sized and new enterprises entering industries above designated size, thus improving the quantity and quality of enterprises above designated size. To date there are 1,177 industrial enterprises above designated size in Jingzhou. 94 such enterprises were established in 2019, fulfilling the provincial target of establishing an average 220 such enterprises annually from 2018 to 2020.
Led by Henglong, Fourth Petroleum Machinery Plant, Kaile, Baiyunbian and Midea, Jingzhou has collaborated with micro, small and medium enterprises, and initially formed a community of shared interests among small, medium and large enterprises with focus on supply chain development.
